This is a Pratt & Whitney #3 benchtop milling machine. The previous owner had it set up and running but I never used it so I don’t know much about it. Everything seems to move freely and smooth. Has the right angle milling head for vertical milling. The table is 18″ x 3″ wide and the vise which I believe is the original has 2-1/2 wide jaws. Includes some accessories like collets, stops (the long one has a crack which could be welded) a drill chuck and a few other things. The belt (not shown) is a little worn and cracked but should still work. The countershaft looks to off of a lathe (possibly South Bend) which is mounted to a stand.
